Take the ability to submit assessment without answering away

Students are able to turn in a quiz without answering all questions. We would like to take away that function so students have to answer everything

    I think the reason they have this is because so many assignments are glitchy and students can't answer all the questions. I know with several assignments, it will mark matching questions as incomplete because they are an odd number of choices so they can't all match up.

    Teachers need to have this option so that students are not turning in blank assessments.
