Realign test banks by standards

Teachers would like to be able to provide standards-based practice for mastery. If the test banks have only questions related to one standard they could find the standard on which they are working and pull practice tests/questions more easily. They would like to have cold reads with multiple questions so students don't have to read more than one passage, but there are several attempts to ask questions. The way they are now, they have to pull questions from multiple banks and then there are only one or two questions per passage at most.
