Add Annotation and Notes Capacity to Student View and Work

Our state test is electronic, and our students need to be able to drag and drop items, annotate the text, and take notes on the reading passages online. Teachers need to be able to see and assess those annotations and notes. Right now, the technical features not align with the electronic needs of our district's students. Teachers are requesting these features so that they can ensure students can work fully from and within myView.
