Allow admin accounts to assign screeners to single students rather than the whole class

When we get new students it would be easier for me to be able to assign the screener directly to the student. Some of our teachers are not tech savvy and this is a struggle for them. Assigning t the whole class does not work when the rest of the class has already done it.
