Add a "Always allow" setting under test settings

I am having many issues with allowing my learners to see the questions they answer incorrectly. This was never an issue before. Now I have to go to each assignment, after I assign it, and after a learner has opened an assignment, before I can change the Test Settings for "Allow students to access questions from the score summary" to yes. This is extremely tedious because I have to do this for every assignment in every period.
