Have a checkbox to limit student access to tests only during assigned test time

Currently the only way to restrict access to tests is to hide them. Setting start and due times does not limit access to test questions. Hiding assignments means that even the teacher can not access the data or grade the questions until it is unhidden again but then students can access them.
