Allow test banks to be downloadable as a .QTI file for easier integration into Canvas platform for more secure assessments.

As currently designed Savvas is not a secure platform for testing. Students are able to access other tabs which allows for easy cheating. When an assessment is connected to Canvas through Course Connect it is always created as a regular assignment which has less options for moderation and securing the assessment. If the quizzes were available as .QTI files it would be easier to upload them as Canvas Quizzes which are more secure.
