Allow Admin accounts to impersonate teacher accounts

As an admin sometimes you need to train teachers using different parts of the platform. It would be nice to have access to a teachers account to look at students work samples for trainings. For example, doing a workshop of short-constructed responses the admin could mirror a teachers account and have the students work samples to show.
