PDF: Give Teachers the same PDF annotation tools that Students see

When students are assigned a PDF in Realize, they have tools to highlight, draw on, and create text boxes on that PDF. However, the teacher view of a PDF does not show these tools, and therefore teachers cannot model how to use them for students. My suggestion is to add these tools to the teacher view so that teachers can use these tools on PDFs and also model for students.
