Item Bank Lock Down for Districts

District leaders would benefit from having the ability to designate secure items in the assessment item bank that teachers would not be able to assign to students. This could be achieved by giving district leaders the control of the entire assessment item bank and they could select which items should be open to teachers and which should remain secure.

    Really need to be able to have district designated items and tasks that can be kept "secure" for assessments. Currently teachers are able to assign items that may be used on assessments that drive decisions.
