Make proficiency percentages for individual standards for grade, classroom, and student data viewable on the admin. dashboard

Teachers are able to view the percent of their students who are proficient with standards on their data dashboard. The admin dashboard only shows the average score for the standard or the number of standards that have 70% of students proficient. Admin are typically the ones compiling build-wide data. It would be beneficial to be able to see percent proficient for individual standards by building, grade, class, and student on the admin dashboard
