Include the option to change the default to "students can view questions" when customizing assignments

Previously, all of my customized assignments defaulted so that students were able to view questions after submitting. However, recently the default changed so that they can no longer view questions. I figured out how to change the settings once students have started the assignment, but I would like to know how to either change the default settings, or change the settings when customizing assignments (before assigning them to students)
