Allow admins to convert teacher to admin

District administrators would like to be able to convert a user with an existing teacher account to an administrator. Currently, this user would need to request a new administrator account or an existing administrator would need to manually create a new username for this user.

    With the future enhancement of dual roles, the process of converting a user may not be needed.
