Force Submit Option

I would like the option to force submit an assignment. Some students forget to press submit and unless they do that I cannot grade it. I don't to give them zeros but I am having to. If the force submit option was available students would at least get partial point rather then zero. I have students who are chronically absent or tardy and having to hunt them all down to hit submit is a little ridiculous.
