We should be able to unsubmit an assignment so students can re-do/finish an assignment after they've turned it in. Merged

Students that accidentally turn an assignment in or that are not happy with their grade and would like a chance to improve do not currently have the opportunity to do so under the current platform. Allowing the teacher to unsubmit an assignment would be beneficial to the student so that they would be afforded the opportunity to complete the assignment to their and the teacher's satisfaction.
