Allow teachers to reopen assignments that have been turned in. Merged

Sometimes students need to revisit a question before grading. You can only return certain assignments. I would like to be able to return all assignments if needed.

    Students should have the ability to access assignments they have turned in. Especially if they have turned in the assignment in error. Having students re-do the assignment is not a solution.
