Allow Opt-Out of Account Request Feature for Districts/Schools

Districts (especially rostered districts) should be able to remove or request the removal of their schools/district from the Savvas register page that allows anyone from anywhere to request an administrator or teacher account.

    For Teacher self registration, customer admins can go into EasyBridge and disable schools so they are not available in the list. For Admin self registration, this will be a future consideration when we enhance admin capability.

Admin would like the ability to manage admin requests.

School and district admin are having students and parents who are requesting admin accounts. School and district admin would like the ability to toggle the setting to "off" to prevent new school and district admin requests from being submitted .
