Interactive math tools counters should be able to move

When you're in an interactive student edition and have access to all the math tools, once the counters are placed somewhere they are unable to be moved. This makes it hard for problems like making a ten when you should then move the counter to another group. You should be able to move a counter once it is placed on the screen.
