Allow district admin to create individual admin accounts that allow for multiple schools to be added to the new admins' accounts.

Give admin the ability to add multiple buildings when creating admin accounts like you can when creating manual teacher accounts. This would be beneficial for districts who have instructional coaches and other instructional support specialists who support multiple schools in the district but don't necessarily need district admin level permissions.
