Scroll option on all assignments with two columns

On the left side of most assignments including analysis, summary, etc. the test on the left-hand side if the page has a scroll bar so students can navigate through the text.. The questions are on the right-hand side. These questions go down the page, past the text scroll. When you do questions on the bottom, you have to keep scrolling up to the text on the left. Can there be a scroll on both columns?
