Add a 'Create a Homework' button in My Library

We can build a test in My Library, but right now the only way to create a homework is to start with a pre-made one and 'copy and customize.' Specifically, teachers have shared that they want to include MathXL questions and students' access to the 'View an example' and 'Help me solve this' buttons. (If you use 'Build a test,' these options aren't available.)
